Promoting Community & Civil Society Participation in the Pandemic Treaty process

You are invited to participate in a series of online meetings hosted by the West Africa Drug Policy Network (WADPN) and supported by Harm Reduction International (HRI) to discuss the effects of COVID-19 and make recommendations to the Intergovernmental Negotiating Body (INB) of the World Health Assembly (WHA) regarding the ongoing drafting and negotiation process of the pandemic treaty.

In a consensus decision aimed at protecting the world from future infectious disease crises, the World Health Assembly in December 2021 agreed to kickstart a global process to draft and negotiate a convention, agreement, or other international instruments under the Constitution of the World Health Organization to strengthen pandemic prevention, preparedness, and response.

Given their importance in pandemic prevention, preparedness, and response, civil society is welcome to participate fully, equally, meaningfully, and effectively in the drafting and negotiating processes, which are governed by the Intergovernmental Negotiating Body (INB). Vulnerable, marginalised, and criminalised populations are given special consideration because they have been disproportionately affected by COVID-19 and related measures and because they typically have few opportunities to interact with national authorities.

Vous êtes invités à participer à une série de réunions en ligne organisées par le Réseau Ouest Africain des Politiques en matière de Drogues (WADPN) en collaboration avec Harm Reduction International (HRI) concernant les effets de la COVID-19 ainsi qu'à formuler des recommandations à l'intention de l'Organe Intergouvernemental de Négociation (INB) de l'Assemblée Mondiale de la Santé (AMS) dans le cadre du processus d’élaboration et de négociation du traité sur la pandémie.

En décembre 2021, l'Assemblée mondiale de la santé a convenu, par une décision consensuelle visant à protéger le monde contre d'éventuelles nouvelles crises de maladies infectieuses, de lancer un processus mondial d'élaboration et de négociation d'une convention, d'un accord ou d'autres instruments internationaux en vertu de la Constitution de l'Organisation mondiale de la santé, afin de renforcer la prévention, la préparation et la riposte face aux pandémies.

Compte tenu de son importance en termes de prévention, de préparation et de riposte face aux pandémies, la société civile est encouragée à participer pleinement, équitablement, efficacement et de manière constructive aux processus d'élaboration et de négociation, qui sont régis par l'Organe intergouvernemental de négociation ("INB"). Les populations défavorisées, marginalisées et criminalisées font l'objet d'une attention particulière puisqu'elles ont été frappées de manière disproportionnée par la COVID-19 et les mesures apparentées et qu'elles ont rarement l'occasion d'interagir avec les autorités nationales.
